Prohibition of Frontguards for Off-Road Vehicles - yes or no?

Ototek - AUTHORITY
Ototek is a competent manufacturer of accessories for off-road vehicles. For more than 6 years, it has been a main branch of development to improve the protection of persons. The basics for the subject authority and the technical know-how were elaborated in the Ototek development- and test-center.

PRESS
There is hardly a topic in the European press today, reflecting more ignorance and part-information about the prohibition of frontguards by law. Current legislation in Europe is not touched by the voluntary relinquishment of the automotive industry on front-protection-systems for new vehicles. Today there are no limitations or prohibitions in the Federal Republic of Germany and in the EC concerning frontguards on vehicles.

REGULATIONS - STATE JULY 2002
A statement of the Federal Ministry for Traffic, written by Dr. Ing. Johannes Lukaszewicz in March 2002, emphasizes that:
  • the known rules (§30c St.V.Os.), about projecting elements on vehicles in connection with guideline 74/483 EEC are legally valid. (All TÜV-approvals are based on this law.)
  • that in March 2002, the Federal Government of Germany has made an application at the EC-Commission in Brussels for the prohibition of frontguards with the intent:
    1. to prohibit frontguards in Germany,
    2. to enact new regulations for the mounting of accessories in the front-areas of vehicles.
Experience shows that the dealing with the German request can last up to 18 months (EC-statutes).

THE EUROPEAN PARLIAMENT
In a report of the European Parliament of January 9, 2002 it is said that an autonomous proposal of the EC-Commission will be submitted by end of 2002. The proposal will also include guidelines for test procedures according EEVC.

The time-frame for the legal prohibition of frontguards on off-road vehicles is unpredictable.

THE Ototek - TEST-CENTER
The Ototek testing devices are approved by the German Federal Institute for Traffic (BASt); extensive tests were run in the past and today all newly developed accessories are tested in accordance with EEVC-WG17.

With benefit from the energy-absorber (A S E) developed and patented by Ototek, front-protection-systems nowadays have reached HIC - ratings (Head Impact Criteria) of less than 600 (limiting value is 1000). These results were appreciated by the Federal Ministry for Traffic and by the “BASt”.
